The FAA has issued a final rule on airport safety management systems (SMS) to promote safety at certificated airports.
The rule requires certain airport certificate holders to develop, implement, maintain, and adhere to an SMS to address safety at an organizational level. The FAA aims to expand the safety benefits of SMS to more certificated airports and further its aviation-wide approach to SMS implementation. The rule applies to certificated airports that meet one or more of the specified triggering criteria, such as large, medium, or small hubs, a 3-year rolling average of 100,000 or more total annual operations, or serving any international operation other than general aviation.
The FAA believes that SMS implementation can improve safety culture, enhance safety performance, and better identify and manage risks.
